St Edmund’s College, Wahroonga - Early Works, Stage 1a, 1b, 2, 3a & 3b

1.1 PROJECT SCOPE
This project is being tendered in 3 separable portions as defined in the drawings and documentation and not limited to:

SEPARABLE PORTION 1:
Early Works (By Managing Contractor), Stage 1a and 1b:

• Site Establishment.
• Coordination with college’s builder during Early Works.
• Make safe building and prepare for demolition works.
• Demolition and tree removal.
• Temporary fire escape stairs.
• Temporary Amenities.
• Relocation of services.
• Reconfigure classrooms and the like.
• Bulk earthworks
• Partial construction of rear carpark. Final carpark works to be completed in SP3.
• Substation infrastructure & Energisation.
• Sewer and stormwater work
• Installation of the booster pump and hydrants.
• Landscaping
• Occupation certificate.

Early Works, Site establishment
Builder to establish compound, accommodation, security fencing, sediment and erosion measures. Establish Sub-Station site to enable early works and survey to take place. Car park site to have road base surfacing established for temporary staff parking and fore the builder to park in for the duration of the project in order to reduce the impact of the construction works parking on the street. Temporary modification and reconfiguration of existing learning areas, additional toilets within the existing building to increase the number of teaching areas for use for the duration of the Stage 1a works. Installation of the booster pump and hydrants. Construction of temporary escape stairs to the first floor being retained and used as classrooms and from the new staff common room in Midhope. Construction of temporary toilets. Hoarding off of all areas within the building that are to be occupied by the school for the safety of the occupants. Partial occupation certificate for the reconfigured learning areas.

Stage 1a:
Demolition of existing admin areas and 1960s old residential dormitory building, and the first floor above. Hospitality kitchen is to remain, and existing mechanical exhaust is to be operational for the duration of the Stage 1a works. Earthworks including removal of existing external surfaces and bulk excavation to establish required levels for the new building. Detailed excavation for foundations to the new building. Construction of main building adjacent the Midhope mansion. New two-storey school building construction. Construction access off of Wahroonga Avenue including all major materials deliveries, concrete pours and craning of materials when required.

Stage 1b:
Works package includes the demolition of the part of the school building including Gym, Canteen and first floor classrooms adjacent to the state listed treed area to form new Courtyard 2 to enable the school to access the Playing Field. A new cover over the existing escape stair will be included in this courtyard for covered complying escape from the first floor. New Lift 2 will be commissioned for Ground Floor access only. This lift will serve as the accessible connection between Ground Floor and the Oval via Courtyard 2.
At the end of Stage 1b the builder will remove all site accommodation and fences etc. and relocate them to the stage 2 construction area. The school will move into the new schools building but not in its final configuration. New temporary classrooms, staff accommodation, library area, new temporary toilets etc will be established for use during the construction of stage 2. New hoardings will be established to protect the school occupants.
The new Sub-Station will need to be activated by the end of Stage 1b.

Accommodation provided in Stage 1:

Ground Floor - Front Entry Porch & Foyer; Reception & Administration Office, new Lift 1 for primarily staff access, Library & associated Seminar Rooms; Uniform Shop & Accessible WC; New Stair 1 and greatly improved circulation areas.
First Floor – New Main Stair and Circulation Areas; Learning Areas, new Lift 1, Staff Common & Staff Study, Staff Toilets, including accessible WC.

Note: At the completion of Stage 1 it is proposed to use the future Staff Study area as two temporary Learning Areas to facilitate ongoing works. These will be converted to a permanent Staff Study area at the end of Stage 2.

Note:
A: Partial OC for Early Works is to be achieved prior to the commencement of Term 1 in 2021.
B: Contractor to coordinate with St Edmund’s Early Works contractor.
C: Construction of Stage 1a can commence during the Early Works.
D: Stage 1b will commence once Stage 1a is complete Noting that the start date for Stage 1b cannot be prior to 10th December 2021 OR as advised by the Superintendent.
E: Partial OC for the remainder of SP1 works is to be achieved prior to the commencement of SP2.

SEPARABLE PORTION 2:
Stage 2:
• Off-Site Establishment to rear temporary carpark
• Demolition and tree removal
• Bulk earthworks
• General construction works.
• Landscaping
• Resurfacing of Oval (only to be carried out in school holidays)

The builder will relocate all site accommodation, plant, equipment and fencing to the stage 2 construction area. Construction of rear section of the main school building. Demolition works in this section includes classrooms at first floor and associated external surfaces around the pool and gym buildings. Bulk and detailed excavation works will then proceed in preparation for the new structure. Construction of the two-storey rear section of the new school building including new classrooms on the first floor and specialist areas and Gym on the ground floor.
All construction traffic and deliveries of all types will be from Braeside for the duration of this stage. Use of the pool will cease during this stage due to difficulty accessing it. Following the completion of stage two building works students will be relocated from the temporary classroom in the new library area to their permanent classrooms at first-floor level. The works to the new Ground Floor Library then will be completed.
Resurfacing of the oval to be carried out during the school holidays and following the completion of the Stage 2 building works.
The new building along with all other areas including Oval areas will be occupied. At the end of Stage 2, the builder will remove most of his plant, equipment etc from the site.

Accommodation provided in Stage 2:

Ground Floor – Work includes new Multi-purpose Hall and adjacent specialist learning spaces for Art & Music. A new elevator is positioned at the change in ground floor levels to provide access to both ground floor levels and the upper floor. New and refurbished Toilet and Change facilities are also to be provided.
First Floor - Learning Areas, improved circulation zones, new Stair 2 and new Lift 2.

Note,
A: Partial OC for SP2 Works is to be achieved prior to the commencement of SP3 and Term 1 in 2022
B: Construction of Separable Portion 3 (SP3) cannot commence in this Stage.
C: Stage 3 will only commence once SP2 is complete.

SEPARABLE PORTION 3:
Stage 3a and 3b:
• Demolition and tree removal.
• Bulk earthworks
• Completion of parking works with the connection to Stage 1 road
• Open space works to be completed during school holidays.
• Science Block, Library and staff Study with offices to be completed.
• Landscaping
• Restoration works to Midhope Mansion

Stage 3a:
Internal reconfiguration of the new Science and TAS wing.
For this stage, the builder will re-establish his compound and fencing on the Burns Road side of the site with access off of the corner entry to site at the junction of Wahroonga Avenue and Burns Road.
Internal refurbishment works will be carried out to some of the structures around Courtyard 1 to create specialist learning areas will be completed at this stage, including upgraded Science facilities.
Ground floor temporary classrooms are to be removed to create the permanent Library.
First-floor temporary classrooms are to be removed and reconfigured to provide a new staff study and offices.

Stage 3b:
Refurbishment of Midhope and internal areas refurbished.
Demolition of the old admin addition on the corner of the Midhope mansion consisting of the 1960’s additions. This will enable the exterior historic façade of the Midhope Mansion to be reinstated and a new period landscaped garden to be constructed in a manner consistent with the original heritage treatment at the front of the building adjacent to Burns road. It is intended that these measures will restore this prominent and significant local building and allow it to address this street corner as it was originally constructed to do.
Internal refurbishment works will be continued to the remainder of the structures around Courtyard 1 to complete specialist learning areas. This work will include upgraded TAS and Art facilities.
The Staff car park will be completed and surfaced and handed over to the school for use by College staff.

Accommodation provided in Stage 3:
Ground Floor – Staff Car park, Science, Art and TAS specialist teaching, office space and staff toilets, refurbishment of Midhope exterior and new heritage garden.
First Floor – Staff Study, Staff toilets and offices.

Note,
A: Partial OC for stage 3a is to be achieved prior to the commencement of Term 1 in 2023.
B: Final OC is to be achieved to reach Practical Completion.
