Tender Description

This Master Plan delivery project is located across five (5) primary sites.
1. Tyrendarra Township Glenelg Shire (Land Manager)
2. Tyrendarra IPA Winda Mara Aboriginal Corporation (Native Title Holders)
3. Kurtonitj Gunditj Mirring Traditional Owners Aboriginal Corporation (Native Title Holders)
4. Tae Rak (Lake Condah) Gunditj Mirring Traditional Owners Aboriginal Corporation (Native Title Holders)
5. Budj Bim (Mt Eccles) Parks Victoria (Land Manager)

A brief summary of each site is provided below:
Tyrendarra Township
The objective of the Township site is to introduce the Budj Bim landscape, provide orientation information, establish the
tour ‘identity’ and inspire visitors to make the journey to visit other sites. Infrastructure to be built includes information and
picnic shelters, toilets, interpretive displays and landscaping. The site is easily accessible from the Princes Highway and
provides ample open space. This site is adjacent to sporting reserve and public use of the gravel access road will need to
be maintained. This site has significant cultural remains, given its location on the banks of the creek, refer to the cultural
heritage management plan (CHMP) for conditions and the Construction Environmental Management Plan (CEMP) on
how & where construction activity is allowed be undertaken on this site.

Tyrendarra IPA
The Tyrendarra IPA is an important site that provides an overview of the significance of the Budj Bim landscape. The
objective is to enhance the experience of walking through the landscape, with opportunities to view Darlot Creek, circular
stone huts and fish traps. Infrastructure to be built includes car park, toilets, information shelter, interpretive signage,
pedestrian bridge, walking paths, elevated walking platforms & viewing platforms. The site is easily accessible from
Tyrendarra-Ettrick Rd. The site has a very high cultural & environmental significance, particularly at the stone huts, refer
to CHMP conditions & the CEMP. The site is prone to flooding and therefore the construction is seasonally dependant
and should be prioritised over the dryer months.

Kurtonitj
The Kurtonitj site is significant due to the remains of stone houses, village and the vast traditional aquaculture system.
The site is relatively remote, and harder to access, particularly for the elevated walking platform circuit. The site objective
is to provide a high-quality guided tour experience through an exceptionally significant landscape, the values and
significance of which can go unrecognised unless effectively presented and interpreted. The facilities are to support the
interpretive themes and guided tours by Gunditj Mirring rangers. There are also culturally significant remains found at this
site as well as being a unique wetland environment comprising indigenous vegetation and stony rises. Refer to the CHMP
conditions & the CEMP. The site is prone to flooding and therefore the construction is seasonally dependant and should
be prioritised over the dryer months. The site is locked (farm gate) and is accessible by gravel access road.

Tae Rak (Lake Condah)
Recognised as “the heart of Gunditjmara country”, Tae Rak is an extraordinarily rich wetland, teaming with birdlife and
fish, especially eels. It is the site with the largest number of fish traps and associated stone huts, it also has the oldest
sites, dating back some 6,700 years. Potentially a prime tourist destination to showcase aquaculture in both traditional
and contemporary forms. Key infrastructure includes an ‘Aquaculture Centre’ to showcase the eel processing, comprising
of an eel holding tank, commercial kitchen, café area, toilets, carpark and a jetty leading down to the lakes edge. There will also be an upgrade of the gravel access road south of the aquaculture centre and the construction of a new vehicle
crossing. There are no specific artefacts identified, however general CHMP conditions & contingencies must be strictly
adhered to as artefacts may be discovered throughout works. The aquaculture centre is sited above the 1 in 100 year
flood line, however the jetty, access road, and crossing are all subject to flooding and therefore the construction is
seasonally dependant and should be prioritised over the dryer months. The site is locked (farm gate) and is accessible by
gravel access road.

Budj Bim National Park
Home to the volcanic crater that created this landscape by blocking rivers and forming wetlands. The objective for this
site is to serve as a tour starting point from the north and to provide an overview of the Budj Bim concept. This project will
build on the already existing Parks Victoria infrastructure being an established visitor destination. Key infrastructure
includes the Budj Bim Lookout cantilevered structure, the refurbishment of the Visitor Centre and Toilet / Shower blocks.
The visitor centre and amenity block is easily accessible via the campground carpark (Mt Eccles Road), whilst the lookout
site can be accessed via a private property off Natural Bridge Road.
