Tender Description

The Surfers Paradise Sand Backpass Pipeline will recycle and deliver natural sand from The Spit to Surfers Paradise to buffer against future storms and coastal erosion. The Pipeline will consist of 7.8 kilometres of permanent underground pipe and temporary above ground pipe.
The construction scope of Works includes, but is not limited to, the following:
• Supply of all pre-construction documentation.
• Site establishment – temporary fencing to establish the Site boundaries and Contractor compound (refer to Section 14.5).
• Dilapidation report (refer Section 10.7).
• Location of services.
• Traffic and pedestrian management.
• Decommissioning, demolition, removal, clearing and disposal Works.
• Setting out and levelling operations.
• Excavation and trenching Works.
• Removal of all spoil to a licenced waste facility (pay all associated fees).
• RPEQ Form 15 and 16’s.
• Testing and commissioning of all installations.
• Site reinstatement.
• Post-construction documentation.
• Construction Methodology Report
Separable Portions
Separable Portion One – Gold Coast Waterways Authority (GCWA) Pump Station Works
Separable Portion Two – Pipeline Works
Separable Portion Three – Temporary Pipeline (Provisional)
The Works are required to be completed as described below.
Separable Portion One: GCWA Pump Station Works
Works generally include all things necessary to complete the Works shown on Attachment A: Surfers Paradise Sand Backpass Pipeline and Water Reticulation - Design Drawings including but not limited to:
• Earthworks associated with the creation of pump station platforms, extension to existing pump facility, roads including excavation, selection, treatment, placement, shaping and compaction of fill.
• Deliver D&C low pressure package pump station Works.
• Construction of sewer rising main.
• Extension of the existing GCWA pump station.
• Connection of the Pipeline to existing GCWA sand bypass system.

• Electrical, instrumentation and controls including some design (refer Attachment I: Electrical, Instrumentation and Controls Technical Specification).
• Construction of the permanent underground 450mm Pipeline including welding, fittings, flanges, valves, instrumentations, coating, testing, all necessary road conduit crossings, and connection to the GCWA pump station from CH0.0 to CH108.0.
• Associated landscaping and reinstatement.
• Removal of any rubbish and debris within the Pipeline area and disposal off Site.
• Site establishment and disestablishment.
• RPEQ certification report.
• Quality assurance documentation in compliance with Section 12.1.
• Shut down and commissioning of the system.
• Provision of all As-Built Documentation.
Separable Portion Two: Pipeline Works
All things necessary to complete the Works shown on the Attachment A: Surfers Paradise Sand Backpass Pipeline and Water Reticulation - Design Drawings including but not limited to:
• Clearing and tree removal to the area of proposed Pipeline in accordance with Attachment E: Specification - Flora and Fauna Management.
• Demolition of all disturbed areas in accordance with the drawings.
• Safeguard the Site at all times to ensure the safety of the public is maintained.
• Earthworks associated with the roads including excavation, selection, treatment, placement, shaping and compaction of fill.
• Installation of all exclusion fencing to protect the ecological corridor and for tree protection fencing as directed by the Principal’s Environmental Representative.
• Trenching including bed foundation and embedment according to details on the drawings.
• Construction of booster pump stations as per details on drawings.
• Construction of the permanent underground 450mm Pipeline including welding, fittings, flanges, valves, instrumentations, coating, testing, all necessary road conduit crossings, and connection to the GCWA pump station from CH108.0 to CH4667.0.
• Installation of the Ø160mm potable water main from CH347.3 to CH1590.0
• Installation of the Ø200mm recycled water main from CH347.3 to CH2845.0
• Backfilling trenches including supply of backfill material, compaction and testing in accordance with the Principal’s guidelines/requirements and the drawings.
• Protection of existing services, including the detection and marking of existing services.
• Reinstatement of roads and parking bays (refer Section 14.8), including backfilling, preparation, replacement or improvement of subgrade, supply of pavement material, compaction and trimming, testing of subbase, base course, asphalt layers and line marking according to typical details on the drawings and the Principal’s standard design drawings.
• Trimming and profiling finished surface levels.
• Site establishment and disestablishment.
• Erosion, sediment and dust control, including the management of stormwater runoff during and after the completion of the Works.
• Removal of any rubbish and debris within Pipeline area and disposal off Site.
• Preparation, implementation and management of Management Plans, ITP’s and Quality Control Systems.
• Coordination of Landscape and Rehabilitation works undertaken by the Contractor.
• Provision of all As-Built Documentation.
• Quality assurance documentation in compliance with Section 12.1.

Separable Portion Three: Provisional Items
• The Ø450mm Pipeline shown as ‘temporary pipeline’ on the drawings located at Main Beach (approximately from CH4667.0 to CH5287.0) to be supplied and installed by the Contractor. The temporary pipe is to be installed as per Trench Detail Type 1 (excluding fibre optic) and to be located at the bottom of the sand dune as far west as possible without impacting on private or public infrastructure. Exact alignment is to be determined on Site by the Superintendent.
• Removal of any rubbish and debris within Pipeline area and disposal off Site.
• Supply suitably sized storage containers with racking for all temporary pipes and fittings for the Surfers Paradise section between CH6940.0 to CH7800.0 and deliver to Council of the City Of Gold Coast compound, as directed by the Principal.
• Supply and installation of rising main line 2 (refer Attachment B: The Spit, Sand Pumping Facility Sewage Pump Station).
• Supply and install fibre optic steel wired armoured cable from CH5287.0 to CH6150.0 through existing underground conduit to booster pump compound 4.
• Provision of all As-Built Documentation.
• Quality assurance documentation in compliance with Section 12.1.
• RPEQ certification report.
• Exclusions
• Construction of the Sand Backpass Pipeline from CH5287.0 to CH6952.0 (refer to Attachment K: Stage 1 As-Constructed Data). This portion will be completed by others as part of early works prior to the commencement of the Contract.
• Installation of the temporary line between CH6940.0 to CH7800.0 to be completed by others (Contractor to supply materials only, refer Separable Portion Three).

Works may take place Monday to Friday between 7am and 6pm excluding public holidays.
No Works to occur at the GCWA compound, between CH0.0 and CH2875.0, CH3290.0 and CH5295.0 during school holidays, public holidays, weekends, or major events including but not limited to:
- Gold Coast Marathon
- GC 600
- Schoolies
• Night works only permitted north of CH1320.0
• All beach access-ways to be reinstated for school holidays
• Where a closure or obstruction of a beach access point is required, the Contractor must ensure there is no more than 200 metres between accessible beach access points.
• Works are not to impact major events (as previously described) including the bump in and bump out.
• Only one beach access point from the Sheraton Grand Mirage Resort to beachside open space area to be closed / obstructed at any one time.
• Two-way traffic to be maintained along Seaworld Drive during Works.
• Temporary carpark closures at Southport Surf Life Saving Club and Main Beach Pavilion are to be minimised and are subject to Superintendent’s approval. Parking spaces on the west side of carpark are to be open at all times when construction Works are not being carried out including weekends, public holidays and school holidays.
• Vehicle access to the beach at Southport Surf Life Saving Clubs is to be reinstated for weekends and public holidays.
• Vehicle access (or an alternative access arrangement approved by the Superintendent) is to be maintained at the following locations for beach maintenance vehicles, lifeguard vehicles and emergency vehicles:
o Beach access at approximately CH200.0
o Beach access at approximately CH535.0
o Beach access at approximately CH1100.0
o Philip Park carpark approximately CH2734.0
o Beach access at approximately CH4385.0
The following constraints apply at and around the GCWA Sand Bypass Facility:
• Access to GCWA facility must be maintained at all times.
- Access to sand pumping jetty is to be maintained at all times.
- Where excavation or other Works compromise access to the jetty, this must be coordinated with the GCWA (Supervisor Sand Bypass).
- All areas are to be reinstated like for like.
- Works must be carried out without impacting on the daily operations of the Sand Bypass Facility.
- Temporary amenities including toilets and kitchenette area are to be supplied for GCWA use for the duration of any Works that will impact on the existing staff amenities. This includes Works to remove the existing septic tank and installation of the proposed sewer system. Water and electricity to the temporary amenities can be sourced from the Site.
- The Contractors site office, if required to be located in the Sand Bypass Facility compound, shall be positioned according to a location approved by the GCWA (Supervisor Sand Bypass).
• No damage to vegetation within the Federation Park Reserve is permitted except to install the Pipeline as shown on the drawings.
• Where an existing seawall is encountered during construction, no alterations to the existing seawall are to be made without approval from the Superintendent.

Quotations must be based on minimum 90 Days.

Quotes to be submitted no later than Monday 8th February 2021.
